Fred, KAN Ka Chong Email Profile Fred was qualified in Ontario, Canada in 1969 and came to Hong Kong to practise in 1984. From 1984 to 1995, Fred was very much involved in property development projects, acting for a major Hong Kong property developer. With his experience in urban planning (being on the City of Toronto Planning Board from 1977 to 1979), Fred was successful in the negotiation and resolution with the Hong Kong government in a number of disputes concerning the interpretation of Crown leases and planning issues. He has been selected by AsiaLaw Leading Lawyers Survey as one of Asia's leading business lawyers for every year from 2003 to 2007. Fred's practice is wide-ranging with focus on real estate development and financing, urban planning, construction and environmental law. He initiated the publication by the firm of the Urban Planning and Environmental Law Quarterly which has been in continual publication since May 1992. Fred is the author of several publications and a frequent speaker at legal and business seminars. Fred is currently a Council Member of the Hong Kong International Arbitration Centre and a Member of Macau Law Reform Advisory Committee. He was a member of the Board of Review of the Inland Revenue Ordinance and was a Council Member of the Law Society of Hong Kong and the Deputy Chairman of the Review Body on Bid Challenges under the World Trade Organization Agreement on Government Procurement.
